Maybe you could call the city & find out if there is a city or county code on the max number of people that can live there in the house. Check the appraisal records see who owns the property. There should be name & address of property owner. Don't know if it would do any good to write them telling them their property is being torn up, lowering the value for the whole neighborhood. Also all that trash could possibly be considered a public nuisance or health hazard.

Call CPS and report poor and dangerous living conditions that the children are living in. Anyway you get the general idea....hope it helps.

Since I don't know what your knowledge is on real estate matters I am going to put out some ideas. You may know this info so forgive me if I am telling you something that you know. Just trying to be of help because you really do have a big problem that just might get a lot bigger.

You can find the owner of the property by doing a search of your county Appraisal District (example Bexar Appraisal District). Your county should be on line. My county of 2500 people is on line. You can search by the property's address to find the owner's name & mailing address it is listed because this is where they mail the tax bill. There should also be other information about the property like how long the property has been owned by this owner. Purchase date, value, how many bedrooms, bathrooms etc. This might come in handy for code of how many people can live there.

If there is a standard lease (meaning there was a state doc used there should be max number of tenants that can be living on the property according to the property
owner (which has to be the legal number according to state law).

If it were me I would start keeping some sort of record. Time, date, names of who you talk to. Take photos (when it's safe to do so) car plates, photos of everything. You need to get hold of the City Code Compliance Officer so that you have a written record that you have done this along with willing neighbors. If you have a city councilperson for your district get in touch with them. Also on line you should be able to find what the code is in your area for the upkeep of property. Rules on how many cars can be parked over night & for how long on the property. Do they all run. You get the drift.

I know first hand that when it comes to renting some of these properties if they are illegal they have a friend or family that will do the leasing to make it appear that a legal person is renting the property. It's done all the time. Is the person who's name is on the lease really living there. If not that is a violation of the lease.

Don't know if you can find out if there is a property management co involved in taking care of the property, that would be a good thing to know & contact them if possible.

On line info is easy to find & I hope your neighbors are helping you since this is their problem too. For most people their homes are the biggest investment they will ever make.
