Let me clarify what I was trying to type last night - I was too tire to communicate effectively.
I think that a woman can still have a healthy appetite for sex even if she doesn't sport a moustache or have underdeveloped breasts. I think it still means that her testosterone levels are up on the higher end of the spectrum. However perhaps her progesterone and estrogen are also higher up on the spectrum causing the hormones to be somewhat balanced.
The 'problem' comes when the estrogen and progesterone are low and the testosterone is high. That is when a woman is underdeveloped (if it started at puberty) and she may also have unwelcome hair growth and a high sex drive...
