My current understanding is that it is a sin for a single person and may, or may not, be a sin for a married person.
Single person: While in the act, if the single person is thinking of another person, even a fictional person, this is called lust and adultery. Both lust and adultery are sins.
Married person: Some believe that all self-gratification is sin, even if the person is married. Others believe that it is ok for a married person if, and only if, that person is thinking of their spouse. If the person is thinking of someone other than their spouse, then we are back to lust and adultery which, as we have already established, are both sins.
A few more things to think about:
The Bible tells us to avoid even the appearance of sexual immorality (Ephesians 5:3).
Whether therefore ye eat, or drink, or whatsoever ye do, do all to the glory of God. (1 Corinthians 10:31)
For whatsoever is not of faith is sin. (Romans 14:23)
