No it is not normal. Please get someone to take you to a doctor for a checkup. Don't drive -- if you can barely type and can't walk, you mustn't drive.
Water fasting is serious business. No one should do it without learning about it and understanding what you're getting into. Always best to have someone around when you're water fasting. I'm surprised you'd feel it so quickly, however. Generally, Water Fasts up to three days are considered relatively safe.
You could be suffering an electolyte imbalance -- low potassium messes with the body's electrical system. That could cause "buzzing" and low blood pressure. It can also cause the heart to stop beating.
Every person's metabolism is different. You need to get to know yours and work with it. Sugar/insulin balance, sodium/potassium balance, calcium/magnesium -- there are many intricate chemical reactions that happen moment to moment in the body. If some of those reactions go out of balance, your body can go into shock and you can die if it isn't corrected quickly enough.
Even worse, you could end up like that poor woman who is the object of the right to life/right to death dispute right now. Her heart stopped for five minutes or so, fifteen years ago.
