I would send to the committee chairman to start out with. You could also send to individual committee members, although letters will probably be sorted according to topic (i.e. things having to do with organics will end up with one person, things haveing to do with forestry with another, etc.)

THe best case would be to get into contact with a staff member. I have had to a) write a letter b) get a form/topic letter back and then c) call and say that I wanted to speak to someone because my concerns were not addressed. This is much easier to do at the committee level than in a member's office where there is little hope of talking to a person as the staff would never get anything done if they took calls all day!
Leahy is actually a good person to start with as Vermont has a lot of organic/small farms, and those New Englanders take helath and nutrition pretty seriously.
