Unfortunately, such a program to hide a victim of violence doesn't exist in most localities, particularly for victims of rape - we still live under the draconian belief system that a woman (specifically) who has been raped somehow did something to deserve it. Funding for such a program is not forthcoming.
As for assigning officers to protect this woman and/or move her to a "safe" location, it is highly unlikely as per the explanation above.
This woman's best bet is to get HERSELF out of harm's way by seeking a restraining order, finding a safe location (possibly out of state), and surrounding herself with people that she can trust, perhaps.
The violence that her attacker has perpetrated suggests that he is oblivious of personal accountability and definitely has no fear of authority. She is in grave danger until this Thing is locked up. Even then, he won't be locked up, forever, and you can bet a year's salary that he'll be thinking of new and inventive ways to make her "pay" for his being incarcerated.
My suggestion: File the complaints, get the restraining order or order of protections, and RELOCATE.
