Yes, but this entirely misses the concept of zapping. The volts and amps do not need to be high at the right frequency. Also again, the method that you are suggesting does not kill the nematodes as far as I have seen. It just irritates their cousins enough to make them try to get away.

Also, I do not propose the hydrogen method that you mentioned.

You also forget that the purpose of the center pivot is to automate the agricultural process, including chemigation when necessary. There are very few places where potato growing does not use pivots as potatos are very critical of soil, water, and nutrients. Most farmers who grow potatos under radio remote control pivot irrigation rarely have to visit their fields as everything is monitored and controlled from their office or livingroom. Some of my customers had over 40 pivots covering 320 acres each. Everything was set up with automatic schedules that were planned weeks or even months in advance.
