I was just going by what I see on a lot of web sites.. it was a quote. But I think what it means is that she tested the lower and higher frequencies after her book came out, and found the lower to be more effective than what she previously said in her book. ..The lower frequency being more effective has to do with the "skin effect".. "The skin effect causes high frequency current to travel on the surface of a conductor"... I don't completely get it either.
