I heard that the most effective thing is to receive a lot of actual letters on a given topic. It is rare for anyone to actually sit down and handwrite a letter, if they get even 30 on a certain topic that is a HIGH number and causes them to consider.

Too bad, a distant relative of mine was formerly one of the senators, I could have actually talked to him about it. Don't know these guys.
