World's oldest?

It seems to me that a Guinness book in the 80's had someone 131 years old.

So does that mean that Mrs. Andel-Schipper was "world's oldest" Dutch person?
SO who is the world's oldest living woman now? Seems more repectful to honor living than the dead anyway...
