Hmm, sortof sounds like what happens to me on airplanes during descent sometimes. Must be your sinuses, for sure. But as to why it happens outdoors, I don't know. It certainly could be an allergy trigger. Or it could have something to do with barometric pressure? Sinus conditions usually have some root in either allergens or fungus. The wind or pressure would only be setting off this problem.
So you might want to investigate allergies and fungus (candida in particular).
What is your diet like? Do you eat dairy products?
Have you done any cleanses?
You may find some relief with daily nasal irrigation (I believe someone suggested that). Also drinking lemon juice in water daily (or several times daily). Perhaps also drinking green tea just before going outside. Taking turmeric as a supplement daily, as well. Those would just be temporary relief measures, until you can figure out and deal with the culprit.
