Soy is ok if it is fermented, like miso or tempeh. Shoyu is fermented, or should be if made properly. I would not eat soy. It is not a food approved on the GRAS list (generally recognized as safe) of the FDA, which all foods are and must be. They do a lot of back-pedalling to explain why it's not listed but the bottom line is money. As usual.
