Your FT3/RT3 ratio is 12.7. Here is where I did the calculation:

You want your ratio to be at least 20. At this time both your FT3 and FT4 are low, and you are not converting T4 to T3 very well.

You have every reason to feel cold.

Two common problems with using thyroid hormone are low iron and adrenal issues. You may also need more thyroid hormone. You may want a thyroid group to help sort it out.
