the skin turning white after contact with water, gooeyness etc are tell tale signs that most people here will identify with, so you may have a mild/beginning case, it's hard to say. exfoliative cheilitis is just a name for the general symptom of chronically peeling lips, so yeah there's a correlation to a certain extent, but EC is a whole lot worse than regular chapped lips that everyone has to deal with every once in a while and you'll know when it starts to take hold.
as a long term EC sufferer that's only now beginning to recover from this shit, i really can't stress enough that you need to be careful with how you treat your lips at this point. don't rub your lips to the point of aggravation or bite or peel them, that's how a lot of people caused or drastically worsened their condition. dab a little aquaphor or something if they start to dry out and otherwise leave them alone is my advice.
