Maybe it has an effect on the electrons pressure/flow because with a higher minimum voltage the pressure/flow never stops but a wave with a frequency is sill spread... (and maybe a wave with a specific frequency and a high enough intensity/amplitude can have an effect on some molecules or on some harmful organisms).

Personally i think there is a difference on electrons pressure/flow between a minimum voltage of 0V and a minimum voltage of 1V or more, this is what may help to break some chemical bonds if the pressure is high enough...
