Go for large amounts of steamed kale, spinach, and other dark greens. Those usually restart my period within 3-4 days if I have been under heavy stress or showing signs of amnesia. The dark green salads have the minerals you need for making the new red blood cells.
Topical Iodine on the eczema can help, it also helps prime hormone receptors in the body. It has the effect of starting up my period...

Low vitamin D and A levels can have influence on both periods and skin problems... Get yourself checked with your doctor. :)
