Cordain's degrees are in Health Sciences and Exercise Physiology, but he's currently a Professor in the Dept of Health and Exercise Science at Colorado State University. That might be why you thought his PhD was in Education.
I'm not defending his version of the diet, I'm just saying that he owns the trademark rights to the name of the diet, i.e. "The Paleo Diet".
His version of the Paleo diet is comprised of 60% Animal and 40% Plant. The average breakdown in terms of macronutrient calories is roughly 30% Carbs 30% Protein and 40% Fat. That's far from promoting "low fat".
