yes you are correct!

They are "Idiopathic Guttate Hypomelanosis"!!

The spots look like white freckles. They are spots with a lack of melanin.

This is very different than vitiligo or Tinea versicolor.

These "Idiopathic Guttate Hypomelanosis" spots show up more in the summer because the skin around them gets a tan and makes the white spots stand out more.
