Paul is describing himself in Romans 7:14-25 AFTER he was born again. Paul Washer does not consider that a born again Christian.

He said the prayers to Jesus and accepting him as your savior don't mean anything and that they are deceived when they go to the altar for salvation, it isn't good enough.

But if it is by grace, it is no longer on the basis of works; otherwise grace would no longer be grace.

Washer says he actually knocked on doors and when people said they were Christian, he in his gifted discernment, decided that 99 percent were not in fact Christian. Sounds like a lack of the humbleness that distinguishes a gift of discernment to even be led on that assignment to me.
