 So I just tried taking some powdered watercress, about half a tbsp, having never done this kind of thing before, I put the spoon in like I would eating soup, the powder immediately stuck to all my teeth, tongue, roof of mouth, I felt like I was choking lol and I drank like a gallon of water and it was still there, tried brushing my teeth and some is still on my teeth, what the hell?!? are all powders like this?

The really sticky powders are the ones that are resinous such as chaparral, myrrh, propolis, etc.  Watercress does not fit this category though. I put the herbs under my tongue so they do not go in to the lungs and cause choking. Then take a big mouth full of water, swish and swallow. It helps to moisten the mouth as well first.  

Resinous herbs I combine first with non-resinous herbs to help prevent clumping of the resinous herbs. For example mixing chaparral, which is very resinous, with pau d' arco that is not resinous.

also how much of watercress powder = watercress fresh plant, I mean most plants are mostly just water right and powders have no water so is like a tsp of powder = to a pound of fresh plant or what

That would depend a lot on the density of the dried herb. So again no easy answer. 

If you want fresh and cannot find watercress you can substitute nasturtium leaves and flowers. These are easy to grow in a garden.
