Tom,

I am not certain whether ClO2 will remain just a gas in solution. It changes the pH of water, so it affects its proton concentration. It forms an acid, like HCl does.

Online search revealed that ClO2 in water can be buffered with phosphate based buffers - but I don't understand the underlying buffer chemistry (yet).
