I agree that the visual monitoring seems far-fetched as "conspiracy obsession". I would think the gov't. would find it troublesome to keep track of "visuals" (more trouble than necessary). Their pastime is to monitor phone calls and emails. It does seem more likely that it is a simple way for the gov't. to achieve "digital conformity" of the masses.
Not long ago, I read that IP addresses and bandwidth were in short supply. With all of the
Cell Phone , PDA, GPS, WiFi, etc., this digital transition might limit the internet. Whether it could possibly interfere with planes, satellites, rail networks, or be an additional Y2K might become a consideration, but the gov't. won't care unless it effects HAARP (maybe HAARP benefits?).
Whether this transition is absolutely necessary all over the world (for emergency services?) would seem questionable, it seems like more of a moneymaker for the corporations, but no doubt the gov't. likes the expanded control also.

It is becoming increasingly difficult to draw a line between corporate media and government media (if there is one).
