The legislature is the only body with jurisdiction to legislate in the state. I believe that means that whatever the panel comes up with, is strictly voluntary, nothing more than a recommendation.
I see it as a veiled test to gauge whether if the people are capable of governing themselves as free. The power is theirs, were they to want it. Thanks for the article.
