A Water Fast is not the time for weightlifting! ;) Your muscles are flatter because the glycogen is gone from them as is some water content. Upon re-eating, both will return and your muscles will look bigger again. Find me a source of a single expert that recommends lifting weights during a Water Fast and i will go into shock. :p
