Conscience (conscious of "SELF") and the freewill to do what is just and right.
If a person refrains from wrongdoing because they fear "punishment", then God's SPIRIT has nothing to do with them (because their MOTIVE for not doing wrong is not that they that they are "peaceful and just").
The questions about freewill and punishment are SUBJECTIVE ("if/then" questions "structured" according to a bias). They were also stated hypothetically (not "IF" God gives freewill, we DEFINITELY DO have freewill). Whether God "GAVE" it to us or we found it in the street or we built it, etc. is irrelevant and simply does not apply, the FREE thought OF "ourselves" belongs to us (the INDIVIDUAL) and is not dictated by God. In "mammon" Christian theology, the concept of "free thought/free will" does not exist, it has been ignored and replaced by "the book" (it's called "self abasement"/SELF ABATEment). This is the philosophical line we must learn to draw,...what belongs to God and what belongs to us (OUR "ability" to use/have FREE will depends on OUR decision to have it or not). This is where CONSCIENCE comes from (if we reject "conscience", we make shipwreck of our own personal faith/relationship).
"Conscience"/freewill is not taught in institutional (mammon) christianity, self abasement is taught so that we become a "book" (moneychanger empire "tool").
God has/needs no concept of PUNISHment, He is VERY practical. Every action has a RESULT. When a person doesn't like a particular result, they decide to call it a "consequence" and they feel "punished" by the result. God doesn't care how anybody FEELS (He is not our "mommy"). In scripture, God uses the word "reward" for "result".
Jesus purified the FLESH. This made salvation AVAILABLE to everyone on earth.
Only if God's spirit "indwells" (is part of your character), our CONSCIENCE will also be purified (christianity doesn't know nor would they care about "conscience").
Hebrews 9:14
"through the eternal Spirit offered himself without blemish to God, purify your CONSCIENCE".
Luke 3:6
"and all flesh shall see the salvation of God."
Philemon verse 14
"that your goodness not be by compulsion, but of your own FREEWILL"/conscience.
It is very common that we learn to ask questions that are themselves misleading in our pursuit of OBJECTIVE truth.
None of the events in scripture are happenstance/random, God made sure everything happened as it should so that the words could be recorded and would be available someday if we (the individual) wish to learn from them. God had Pilate ask Jesus "What is TRUTH?" (strange, Pilate wasn't a philosopher, also strange, it wasn't answered). OBJECTIVE truth had nothing to do with why Pilate sent Jesus to the cross (SUBJECTIVE truth did)...2 Thessalonians 2:10 "AND SO BE SAVED". All objective truth leads to and is of God.
