Same thing applies here... if it is complexed with the minerals and co-factors it is much better than refined - white rice, white flour, corn starch, instant anything starch, etc.

In addition, many people fail to eat the skin or outer layers of starchy grains\vegetables... this is where a good 1/3+ of the minerals are found; eating just the "starch" without the skins elevates the glycemic index of the food considerably. Eating a "good" high quality fat with the starch can temper\reduce the "burn" rate.

I do not think that it comes down to which is worse for us in a high quality, whole, natural food. Here again, as with sugar, it is more about quantity.

As to which type of starch; ANY refined and\or hybridized\GMO starch would be the worst IMO.

virtually ALL long grain white rice in the U.S. is contaminated with Genetically-Modified-Organisms rice; quite a revelation when one understands that it was just approved by the FDA little more than a year ago when it was "discovered" to have "accidentally" contaminated a lot or two; if you believe that... WE have NO idea what our food is anymore.

The EU has just as big a problem with Genetically-Modified-Organisms food contamination despite their labeling laws... read about the problems they have with Genetically-Modified rice from China.

Labels, IMO, with the recent reports on honey\food laundering are meaningless.

GMO's are bad enough, however combined with a starchy food, may be even MUCH worse...

A lot of these GMO's are Bt spliced and are being blamed for the bee population decline and struggles... though I would state that the issue is multi-facited and includes EMF's, along with commercial farming chemicals as well.
