I think anyone with a diabetic condition should be supervised by an experienced and qualified fasting/Natural Hygienic practitioner.
BUT, it is safer for the type II Diabetic to fast than a Type I, as long as they are not insulin-dependent: but supervision is an absolute must in my opinion.

On this basis a diabetic who is not insulin-dependent can fast safely in its recovery than someone who is, so your comment SoulDoc re' your father being able to fast is correct, and where your friend who is Type I should not unless under the most expert supervision.

A. A raw organic properly combined diet for a week or two prior to the fast would be beneficial and advisable.
IMPORTANT.
However, after stating the above, I think it would be a wise choice for your father to undergo supervision as there could be other underlying health conditions to be taken into account.
If he decides to go-it-alone, then I suggest a full medical beforehand such as B'Pressure monitoring (which I would do anyway during the fasts length on a daily basis) and general blood/urine tests for liver and kidney function as a precautionary measure.
