no, not necessarily... it depends upon other dietary habits\factors as well... such as calcium rich foods eliminating the effect of fluoride in the diet...

Same as selenium binding mercury in food\fish\us... tea has fluoride compensating properties; caveat... quality and growing conditions matter.

In most commercial black teas... I think that the fluoride bio-availability is somewhere in the mid-30% range.
