problems downloading please help...

Every time I try to download anything on my computer I get this error msg "your security settings will not allow this file to be downloaded".
I have already done the tools, internet options, custom, security, medium reset to no avail.
I never had this problem before at all on my windows xp home computer until i tried downloading msn service pk's 2 and 3 about 3 months ago. Please help. Tweet
