Go to the site above and read all, when you get to the exceptional Biosafe
data page read the SAFETY TRAINING DOCUMENT,

then try to understand NaClO2 is specifically buffered around a pH 13 to keep it inert. (Inert means safe)
To produce ClO2 we get different amounts produced from pH 7 and below, water being a pH 7 will give the least amount of Clo2 released. (Blows your theory out of the WATER hey jon).
Now don't worry about Tom's readings, worry about what the test strip manufacturers tell you, when testing different liquids, worry about density, viscosity etc, as the test strips are made to test water generally as the make up solution, and can give misleading results with other solutions.
Now have a look at the brilliant pH chart Biosafe have:

and you will see different juices have different pH's, thus different amounts of ClO2 is produced.
