In the FAQ it states that it will remove between 40 and 60% of the fluoride...

It is far and away better than nothing.

Distillation removes a high percentage of the fluoride and R\O may get up to 95% of the fluoride out... nothing within reason is 100% effective.

For fluoride removal, one could use an activated alumina and this is impractical due to low flow rates, and for some, unacceptable.

There are various other methods that can be used including the use of calcium salts, however are impractical as well IMO.

If one were unable to afford a whole house R\O unit or a distiller I would go for the Aquasana for sure... perhaps run it through a charcoal filter a second time. This is most likely what the little charcoal filter on the Waterwise and Sears distiller was intended for.

All things considered, the unit is one of the better ones, and much better than nothing, or for use as a backup system IMO.
