I am not sure that you did anything wrong if you let it slow boil for the required time and ended up with about 30% of the original volume of liquid.  It is essential that you boil it at least as long as directed, adding water as need be to keep from scorching.

Vodka is basically tasteless whereas the finished oleander extract tastes kind of bitter and blechh.
