If there were explosives in the wtt and bldg 7 then one would presume there were explosives in the pentagon and the capitol building where the two other planes were headed...

or perhaps they filled the hole (pennsylvania) in the ground with explosives tooooooooooooo.

And if they were looking for effect why bother with bldg 7, it was hardly noticed, oh yeah, the incriminating paperwork....
