there is no residual in the water, the residual is a reading done at point of treatment which is 0.8 ppm, at point of use maximum allowed is 0.1 ppm and it is very rare that you will get a reading because it is a gas.
You can not but manually treat a well in your back yard unless you pump from it to a potable water tank.
Eg: Your town water is treated at the reservoir that stores the water, from their if it is pumped to tanks, they are potable water tanks (a vessel for holding sanitized and disinfected water)
Make up a solution of 0.8 ppm free clo2 in a bottle and drive to your reservoir and take a reading when you get there.
