It has nothing to do with oxygen though. The 2 oxygen atoms involved are not in a reactive state, they are in the state such as the carbon dioxide we breathe out. What is happening is oxidation but instead of with oxygen, it is with a reaction of the chlorine dioxide, leaving a miniscule amount of sodium chloride and water, the rest is used in the reaction.
