I just talked to Oleta at Clarkson Labs. Here's what she said:

Clarkson and Ricca are still selling the larger quantities of Lugol's. I told her what Jeff at JCrow's said about "...ignorance of the law being no excuse..."

She said she contacted Ricca to make sure, but neither of them have gotten a DEA notice and she said while Clarkson is a smaller company, Ricca covers 3 states and yes, they both have Federal ID#s.

I also asked about the glass vs. plastic bottles. I received my Lugol's in a 1 liter amber glass bottle from Ricca's, but Clarkson ships in plastic which she said can be transferred to glass as soon as you get it if there is a concern. If you live outside of California you won't be getting it directly from Clarkson anyway. I asked her why plastic and she said it's because there was so much damage in transfer (not to mention any names, but it's the guys in brown) that they decided to ship in plastic. My glass bottles from Ricca arrived just fine.

I again asked for clarification about the shipping outside of California question. She said they are a small lab and manufacture it there, but are only allowed to ship within the state of California, but use other suppliers (i.e., Ricca) outside the state. Like I said in a previous post, I paid $66.20 ($33.10 each) for 2 - 1 liter bottles plus $10 shipping.

I've read the DEA notice and I can't tell you why some are restricted and others are not ... I'm just passing along the information and I hope I've written it in a way that makes sense because it's been very confusing.
