When it comes to contaminants, usually it depends on the amount the water is contaminated by. Whatever that amount is, the government will likely assure you that it is safe.

Unless it is an herb. Then you are liable to be told that it is patently unsafe at even 1/1000th of the toxic level.

Seriously, when it comes to rocket fuel and other carnigens/mutagens and chemical pollutants, I do not consider any level as being safe.
