Whatever foods cause to produce phlegm should be eaten not more often than every 4 days. If they still produce mucus, they are either not suitable for your body type, or you are intolerant/allergic to them. In the latter case, you may try introduce them after every few liver cleanses to see if you are ready to eat them again.
Yes, "reduce" means in moderation or occassionally, and "avoid" means not eating it at all.
If I eat foods that are of the other categories I usually use herbs and spices to make them more suitable for my bodytype. When your digestion is very good, you can eat most of the natural foods that are not in your category, as long as it is not every day. Besides, nobody is just made of one dosha. So there is some overlapping of Vata, Pitta and Kapha. At some point, you will naturally know (your body lets you know) which foods are optimal for you and which ones are not.
