Dry lips make dehydration a quick diagnosis. Drink six to eight glasses of water a day (I mean H20, not fruit juices or anything else, nothing replaces water), and drink it in even doses throughout the day.
And if you drink sodas or coffee or anything caffeinated, you have to offset the water that diuretic takes out of you by drinking another glass of water with it. Also, you really may need to look into your diet to make sure you have enough good fats and oils, which help the skin. Maybe take a spoonful of mercury-free cod liver oil to make sure you have enough omega 3s.
