First, the Bible story is that of Hebrews, who were invented ~6,000 years ago. They seem to have a very low opinion of the rest of Man, and do not consider them human.
Second, until someone finds the Missing Link, there is no evidence that Man evolved. The whole of evolution propaganda is based on faith, not science.
Third, I'n not sure about devolution depends on a definition of "human", but there is the book "Human Devolution" written by an East Indian, he makes a good argument and India has a much longer history of Man than the Hebrew record.
The "bottleneck" that I've read of is that white Europeans are descended from about 50 female ancestors within the last few thousand years - this based on DNA.
This may very well be true after the cataclysmic history of the Earth shown by Velikovsky and McCanny Herodotus the Mayans and the Hebrews.
