Anything can be dangerous, think about going into any kitchen and picking up a knife. Any tool is useful or dangerous depending on the user.
I've done a fair amount of looking into the blood electrifier myself, I know this is an old post, but should you or someone else come across this, it may be useful. The term hertz, or frequency used in the blood electrifier is an important idea to look into. 4hz blood electrifier means that every second, the positive and negative electrode switches 4 times. This has an extremely heavy effect on the bloods desire to pick things up from it's surroundings (blood transfection). If you have toxic substances in your blood stream, some negative effects can take place. This is why some recommend using a much higher frequency or hertz for blood electrification. The higher the hertz (hz) the less blood transfection will occur.

I am sure you and others have looked this over, but didn't fully understand what this means. 4hz has a radically higher blood transfection than 40hz, you can find blood electrifiers that go to levels between 40 and 100hz, if you are concerned about the safety of blood electrification, this is a good idea.
