When you look at the part after 4 minutes you can see that it is just video distortion. When he shakes his head the lines stay in the same place as his head moves.
lol, I don't think this deserves a comment. Its the Fox news video technology that is causing the distortion. The image of their own newscasters are seen being distorted at the end of that clip. Perhaps its something inherent with high definition tech, or an outdated piece of hardware that is on its way to the garbage can.

The Mainstream media is known for intentionally distorting certain people they are interviewing in order to make them look bad. This one looks like in was just the video encoding though. I've seen them make people look sick by changing the color balance, using strange angles, Putting additional delay on their audio, squashing their head so it looks more oblong, etc.
The dirty tricks you can pull on camera, are plentiful, and then when all is said and done, you can say it was just an accident. This is the magic of holly wood.
Yeah I didn't buy into it, and I thought it was something technical, but didn't know what it was. You could see in that close up at 4:00 where he looked bad, they cut back out to both of them, and it was instantly gone. I think you guys nailed it though! Cheap FOX equiptment or them messing with it.
