The anti-TPO reference range for my recent blood test was <9.0 IU/mL. I would think that 9 is too close to 10 for these to be two different scales. So either the upper limit was 9 and was revised upward to 10, or (what seems more common for thyroid testing) the upper limit was 10 and revised downward to 9.
Different labs use different scales so it's hard to find conventional wisdom about what the numbers mean beyond within/out normal range. There are some interesting sites out there like the ones below. Still waiting to find that one that rolls up its sleeves and gets into the meaning of the Hashi's tests numbers.
