I've never seen it in any health food store, but of course that doesn't mean it's not for sale somewhere. I know a lot of people have never even heard of it. Also, since it's a Chinese herb, maybe you could find it in Chinese shops. Otherwise, Julia Chang's site, sensiblehealth.com sells a great tincture of it.
