DE stands for diatomaceous earth. It is the skeletal remains of phytoplankton and in its raw form is 80% silica, 10% metal oxides (calcium, magnesium, aluminum), and 10% moisture. Food grade DE is purified with acids and rewashed removing the mineral oxides and leaving behind nearly pure silica.

Technically they are since silica is only a portion of raw DE. But once purified they are the same thing.
Internal use is definitely the best. The problem with topical is that the silica is not going to absorb as silica. You would have to get it in to the form of orthosilicic acid to get the benefits from it. Adding silica to water will form small amounts, and the vitamin C will increase the level a little bit. Still not enough to make much of a difference.
Silica helps cellulite because cellulite results from connective tissue breakdown. Because silica increases the strength of connective tissue in conjunction with vitamin C, sulfur, and traces of copper and zinc, the silica helps to diminish cellulite.
Sulfur is found in many foods. Onions, garlic, eggs and watercress are all rich sources.
I'm not sure about spinach, thought i'd heard something negative about it.
Other than the recent contamination with E. coli bacteria the only thing to be careful about is the oxalate content. It is best eaten raw for this reason since cooking releases more oxalate. Oxalates can bind calcium and iron.
