-Neither, it'll be 7-8ppm if that meter is an EC (Electrical Conductivity) meter. You halve the uS reading on an EC meter and double the reading on a ppm meter. Both aren't accurate remember, but near enough for your purpose.

-Tap water is full of foreign bodies, disolved organic matter, salts, dead wildlife, chemicals etc, so that's normal. This is why one should NEVER use tap water when producing EIS/CS...smurf/smurfette syndrome. Rain water praps, but tap water...Never.
